This stuff has been around forever in some form or another,various brands, I think the gel is a newer form.Phosphori c acid based- coverts the rust to a stable phosphate, I believe that is what the black coating is on those nuts to begin with.I think it is roughly the same as Naval Jelly.

 Wire brush off the loose stuff and dunk for a few hours.Then rinse off, dry and grease em up, I figure that's good for another 30 years. 
The phosphate is supposed to be good for a paint substrate, I have not tried that.

Changing the filers, certainly changed the way I see my car. I detailed the bumpers and the whole front and rear of the car. I thought the old ones were just cracked. Well, 3 of the 4 were. After removing them, they all fit into one 5 gallon bucket. If I was to have driven the car, I guess they would have disintegrated.

They turned out much better than I was able to imagine.
I hope your results are as satisfying.

The convenient part was I could just snap off a chunk and bring it with me for a paint match.

Naval Jelly is phosphoric acid only thicker.   The black stuff is iron phosphate.

The trick is that iron phosphate is the same side as iron. So it's a protective coating that can't ''rust''.

Iron oxide (rust) is physically larger than iron, that's why iron flakes when it oxides....   into ''iron oxide''.

Shuffled the budget a bit and found the coin to get the trunk lid painted as well.The previous owner managed knock over some shelving in his garage and caused some hefty scratches...
