Kinda hard to troubleshoot a problem with almost zero information. yeah, it could be a tps problem. It could be a wiring problem. It could be an ecm problem, or it might be associated with a maf problem. Heck, it might even be a scan tool problem!
He does not tell us if the tps reading changes with throttle input or any thing that would guide us.
If you ever have such a problem, I would suggest connecting a meter to the tps and see if it reads the same as the scantool. Then I would open the throttle and see if the tps increments properly. I would also be sure the tps had not come loose and rotated on it's own.
If the tps does not increment properly and/or cannot be set to read properly, then it is probably a bad tps.
The 941 O2 reading, if that occurs while idling, is probably because the tps is telling the ecm that the car is moving at speed an the ecm is commanding cruise fuel or more. If it is showing with the engine off, key on, then it means something else like the ecm is wacked, I would guess.
