There are several possibilities that may be derived from it:

1) Phil has decided to go back to women.

2) Phil and a female conspirator have dognapped the next RCA Victrola
    dog and are holding it ransom. Thus, they took this pic as proof.

3) The girl is his sister, and the dog happened into the pic while searching for fire
    hydrants.

4) Phil's (or Phyl's) gender reassignment surgery is complete. And he/she only
    dates guys that he/she used to look like.

5) They were both bitten by the stray dog and now reside in a rabies colony.

6) This is only a ploy to get hired to do T.V. ads for Match.com

7) He was singing "How much is that doggy in the window" at Karoke, and they
    gave him the dog to shut up.
