Is there a difference between the links for the chat rooms, there is a link for one at the top of the page and another in the box at the bottom of the page.

Yes, there is a difference.

The difference is that the one on the bottom is an internal IHADAV8-only chat, the top link links to the popular #BuickGN, on IRC chat. (Owned and operated by JayC from t6p.com)
