OK, volt light wasn't working at all so I pulled it apart and fixed the connection. So the light now works and scan master is showing around 12.8-13.2. The light looks dimmer than the one above it. Is that because of the resistor? Or do I have to dig deeper into this?

It's fine, they are never bright anyway.

And yes the resistor shunts some current away from the bulb

I have never seen one with a resistor but I have heard rumors that they are out there-just like Big Foot

I can pull it back apart and snap a pic for ya. I swear there is one down in the little socket that holds the bulb.

No need..I have seen pictures from other cars :) If the car was charging and the bulb was not lighting up when the key was turned on, then it has to have a resistor.
