I ordered the HD waste gate actuator, I also run the manual boost controller, My question is --- do I set the manual boost controller for about 18psi and use the actuator for higher boost,

Maybe, maybe not.
Ideally, one would use the controller to set it all and keep the wastegate rod set with about 1/8" to allowing maximum wastegate opening. I have seen some that had a problem with the boost coming up too quick and they backed off the manual controller and set the max boost with the wastegate rod. I have seen this allow boost creep in a couple of cases because teh turbo was outflowing the wastegate opening due to reduced travel of the flapper.
Me, I would not do that. I would either cut back on the timing a little in 1/2 or richen the fuel a bit to slow the spool down if I could not get the traction I wanted due to a lousy surface or sorry suspension performance..b ut then I seem to do things strangely, I guess

My concern was running the boost up to 24 psi to fast with the manual, but than again I am pretty rich on the low end, more psi should help.

never bothered me, but then one of the thrills when you get old is keeping it out of the ditch!
